Chuck Layton is a seasoned IT professional with over two decades of experience specializing in cybersecurity and data management. He currently serves as the Data Management Officer (CDMO) at San Jacinto College, where his extensive expertise and dedication to data integrity and security ensure that the college's data systems are robust, secure, and efficient.
As the founder and CEO of CyberStar Defender Innovations LLC, Chuck has also provided expert cybersecurity consulting to a diverse range of clients. His work is defined by a commitment to safeguarding data and driving innovative solutions in the cybersecurity field.

Give us a brief overview of the path that led to your current role.
My journey to becoming the Data Management Officer at San Jacinto College has been shaped by a diverse and accomplished career in IT, with a focus on cybersecurity and data management. Starting with a strong foundation in IT, I progressively honed my expertise while serving in critical roles, including as the Chief Information Security Officer at Alvin Community College and NASA Johnson Space Center. My hands-on experience in managing and securing sensitive data, along with my leadership of comprehensive risk management and data governance programs, paved the way for my current role.
Alongside my professional career, Ialso founded CyberStar Defender Innovations LLC, a consulting firm where I help organizations strengthen their cybersecurity posture. This blend of technical proficiency, strategic vision, and leadership has positioned me as a key figure in driving data management excellence at San Jacinto College.
What is one of your guiding leadership principles?
One of my guiding leadership principles is fostering a culture of continuous improvement and collaboration. I believe that by encouraging open communication, professional development, and teamwork, leaders can empower their teams to innovate and excel, ultimately driving the success and security of the entire organization.
What is the greatest challenge CISOs face today, and how are you addressing it?
Data is the lifeblood of every organization. As a Data Management Officer, one of the greatest challenges I am facing today is ensuring the security and integrity of data in an increasingly complex and evolving cyber threat landscape. To address this, I am focused on implementing advanced cybersecurity technologies, developing robust data governance frameworks, and promoting a culture of data literacy across the institution. By staying ahead of emerging threats and fostering collaboration between departments, I am working to safeguard institutional data while enabling data-driven decision-making.
What is the key to success for someone just starting out as a CISO?
The key to success for someone just starting out in a C-level role is to develop a deep understanding of both the technical aspects of data management and the strategic vision of the organization. Building strong relationships across departments, continuously learning about emerging technologies and threats, and fostering a collaborative environment are crucial. Additionally, being proactive in identifying risks and opportunities, while effectively communicating the importance of data governance and security, will help establish credibility and drive success in the role.
How do you measure success as a leader?
Additionally, success is reflected in a positive work environment, high employee engagement, and the ability to overcome challenges together. Ultimately, my effectiveness as a leader is demonstrated by the development and well-being of my team and the attainment of our collective objectives.
