After the initial rebound in the third quarter, what shape will the subsequent economic recovery have? With continuing social distancing and the possibility of local lockdowns, the structural nature of the crisis has begun to emerge and the risk of a double dip in the Eurozone economy has increased.

For some, COVID-19 has become the accelerator of structural transitions. For others, it has become an unexpected shock leaving organisations fighting for survival. However, the swift and proactive reactions by governments and the complete U-turn on fiscal stimulus – from austerity to spending – gives hope that investments and structural change can be supported by fiscal policies.
